**This role has a Traveling work arrangement and an expectation of 3-4 days/week at Amtrak locations including Amtrak project sites located primarily throughout Philadelphia, Maryland, and Washington DC.**

SUMMARY OF DUTIES:

Under the direction of the Sr Mgr Capital Construction, Manager, Capital Construction – Production Construction is responsible for managing and mentoring a team of construction specialists (CS) in various production capital projects within Independent Track South (ITS), Independent Track DC (ITDC) and Switch Exchange System (SES) work groups.

 

ESSENTIAL FUNCTIONS:

  • Supports the development and implementation of project plans, scopes of work, schedules, and budgets consistent with operational and stakeholders needs.
  • Recommends policy/procedure improvements.
  • Maintains accountability for the safety performance of all subordinate employees in their charge.
  • Hosts or attends progress meetings.
  • Assist scope development with site walk walks and track outages planning and guidance.
  • Supports the management and monitoring of project cost, scope, and schedules, reporting progress.
  • Maintains, adjusts, and updates project plans, as needed.
  • Supports the consolidation, communication and management of all issues and risks affecting the project, and the timely communication of project status to project participants and stakeholders.
  • Ensures project progress by measuring the variance in scope, schedule, cost, and quality from the respective baselines and takes necessary action to address deviations with all stakeholders.
  • Supports the identification, documentation, and evaluation of changes based on cost, schedule, risk, and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
  • Supports the identification and evaluation of the risks associated with project activities and work across organization to establish and monitor mitigation plans.
  • Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of construction management.
  • Work with the CS to ensure that the 3rd party contractors execute the project in accordance with the agreed upon scope, costs, schedule, and contractual obligations.
  • Oversee the work of CS team which includes monitoring work for compliance with the project schedule, budget, technical, safety, and reporting requirements.
  • Other duties as assigned.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree
  • Relevant work experience, or the equivalent combination of education, training and/or experience.
  • Strong construction management skills; Strong focus on collaboration, team building, and customer service
  • Solid knowledge of competitive procurement processes and regulations
  • Highly motivated and self-directed
  • Strong expertise with independent judgment and making solid business decisions within the scope of the program.
  • Strong customer service orientation.
  • Excellent analytical, mathematical, and creative problem-solving skills.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Logical and efficient, with keen attention to detail.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
  • Must have work authorization in the United States.
  • Valid driver’s license.

 

PREFERRED QUALIFICATIONS:

  • Graduate degree
  • 7-9+ years of relevant work experience, or the equivalent combination of education, training and/or experience.
  • Certified Construction Management (CCM) or Project Management Professional (PMP)
  • Experience managing projects in the transportation industry environment

 

WORK ENVIRONMENT:

  • Office building and field environment.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Ability to work under pressure.
  • Travel to project sites is required.
  • Occasional overnight travel as needed.
  • Work Schedule: This position is considered a traveling position with an expectation of 3-4 days/week onsite at an Amtrak location (an office, a station, a train, or a project location)

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:  

Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
