JOB DUTIES/RESPONSIBILITIES

A Food Services Cost Analyst analyzes Food Services Division data and summary reports concerning food and labor costs, operations, participation, and program subsidies and provides methods and procedures for the collection and analysis of Food Services Division statistical data. They analyze Cafeteria Fund and expenditures and assist in budget preparation.


Typical duties for this position include:

  • Analyzing Cafeteria Fund revenue, expenditures and reserves; and updating the District computer system tables impacted.
  • Analyzing cost data and financial operations of cafeterias and food manufacturing and central kitchens.
  • Analyzing federal, State, and District meal program regulations and guidelines to, determine cost of implementation, and monitoring compliance in collection of financial data, establishing student eligibility, and preparation of claims.
  • Analyzing pending legislation to determine impact on meal programs and may make related recommendations.
  • Analyzing meal costs and alerts supervisors to the need for program changes, preparing and reviewing adjustments to inventory, food and supply accounts; and working with school and Division staff on the allocation of support services.
  • Reviewing and analyzing summary cost reports for appropriate processing, format, content, comparison, distribution, and projection.
  • Developing analytical methods, procedures, and forms for obtaining operational data and recommends accounting controls.
  • Developing procedures for obtaining data for federal and State reimbursement of meal and other costs, assisting in preparing subsidy claims, and analyzing claims for accuracy and completeness.
  • Supervising the collection of income, cost, and expenditure data for budget preparation and budget control; preparing estimates and cost projections; providing appropriate coding for requisitions; monitoring and reporting on grant fund usage; and assisting in annual budget preparation and budget revisions.
  • Directing the collection, documentation, transmittal, and retrieval of meal program cost and operational data pertaining to meal eligibility, participation, cash and meal ticket transactions, assignment of labor, and food inventories of individual food service units.
  • Assisting in the development and revision of manpower formulas for allocation of labor to Food Service Units

MINIMUM REQUIREMENTS

PROMOTIONAL STATUS IS REQUIRED.

You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.


EDUCATION:

Graduation from a recognized college or university with a Bachelor’s degree in accounting, finance, public or business administration, or a related degree.


EXPERIENCE:

Three years of experience in financial analysis, budgeting, cost accounting or auditing, including analysis of income and expenditure statements, budgets, or cash flow. Experience in cost accounting for a multi-location food services operation is preferable.


SPECIAL:

A valid California Driver License and use of an automobile.

DESIRABLE QUALIFICATIONS

The ideal candidate will possess knowledge of accounting practices and procedures, and budgetary practices and procedures in order to understand and interpret techniques of cost analysis as applied to government financial programs, management and food services cost accounting. They are able to demonstrate a high level of organization, and thoroughness in handling the details of the position, and will maintain focus and quality under distracting working conditions and high workloads. The ideal candidate will possess knowledge of personnel management policies and have experience providing supervision to staff; including progressive disciplinary procedures when needed. They will have the ability to interpret financial statements and reports pertaining to the Food Services Division operation and program requirements, and are able to analyze and extract budget and financial data to ensure accuracy and compliance to District rules and policies. The ideal candidate is able to make recommendations in developing and maintaining cost and operations data, and provide technical advice in relation to the Food Services Division budget management. The ideal candidate will have experience with the use of computer applications, such as Microsoft Excel and Access, and business information systems in order to retrieve and analyze financial data. Finally, the ideal candidate will have strong oral and written communications skills in order to convey Food Services related financial data and information in a professional and appropriate manner. They are able to exhibit excellent customer service skills to properly advise school and District personnel and other LAUSD stakeholders of financial and budget status reports.
